Here is my "Bailout idea" an "Interstate Highway Solar Power Grid"
With one BIG IDEA, an "Interstate Highway Solar Power Grid" we can supply economic relief
and end U.S. energy and financial problems. How about a planet "bailout"??

U.S. energy problems.
 We (U.S.) can create long term economic relief and solve all U.S. Energy problems.
with one BIG IDEA:

First, thanks to "Meet the Press" and MR. TIM RUSSERT for following up on
"Drowning New Orleans"; Scientific American Magazine; October 2001) by
interviewing Mark Fischetti and Mike Tidwell who in 2003, wrote, "Bayou
Farewell: The Rich Life and Tragic Death of Louisiana's Cajun Coast,"
"War on energy poverty"
Mike Tidewell fingered our most pressing long term global problem: fossil
fuel burning is creating carbon dioxide causing global warming causing sea
levels to rise 1.5 feet within 50 years causing the flooding of many U.S.
other and costal cities around the world.

We must create a combined national federally funded jobs program "bailout" for
the New Orleans Katrina and other storm dispossessed that will free U.S. forever from
oil slavery. We must demand our national government and business leaders
create a "War on energy poverty". We need to stop using fossil fuel ASAP
and we need to usefully employ over 500,000 newly dispossessed US workers NOW.

We can solve several major long term national and global problems with one
big idea (partially conceived by Dr. Roxanne Kent-Drury PHD.):

As of 2004, the U.S. Federal Highway system contained over 42700 miles
(68500 km) of roads. ExFirst, including paved areas, 612,966 acres are used by
medians and 4,848,854 acres used by the rest of right of way lands.


According to the National Renewable Energy Laboratory, a patch of 100 square
miles of open space in Nevada covered with efficient solar panels could
generate all the electrical power needs of the United 100 SQ Miles = 64,000
acres.

We can cover a percentage of these 612,966 acres of U.S. freeway medians and
the 4,848,854 acres used by the rest of the right of way with efficient
durable thin film solar panel strips that could cleanly generate all the
electrical and other power needs of the United states and North Americas
while employing the storm and economy dispossessed, rebuilding New Orleans and the
gulf and starting to reverse global warming.

With this idea thin film solar array strips will be deployed on top of
easily maintained existing guard rail and other roadway structures and linked
to the local and national power grids. These will supply shading to a percentage of the
medians where the a "1998 Revised Guidance for the Native Wildflower
Planting Requirement" will be implemented thereby saving money currently
wasted on grass mowing.
The combined National Solar Grid can also directly supply electric power to a series 
of "Third Rails" which can supply electricity to Electric Hybrid cars while they travel 
on the interstates,power local communities, and electrically convert water to 
hydrogen fuel (and beneficial oxygen), hot water to drive turbines, or compressed air 
for off grid transport by truck, bus, car, boat, and plane.


"Interstate Highway Solar Power Grid" maintenance can also be paid in part
with funds saved by planting native wildflowers not mowing grass and by
implementing the 1998 Revised Guidance for the Native Wildflower Planting
Requirement.

The initial funding will come from the new "amended $286.4 billion
transportation bill" and Katrina job relief and training funds that will be
used to train and pay the Katrina/storm disposed for their work on this "National
Highways Solar Energy Grid".
